This project was a twenty-eight block down-town and industrial park area reconstruction. The project included underground utility (Telephone cable and fiber optic) relocation. Some sanitary and storm sewers required re-routing due to changes in grade.  Many of the utility crossings were relocated in permanent conduits. The relocations were evaluated as to the cost effectiveness of lowering, relocating or providing other forms of protection.
